My despatch No. 238 of the 26th ultimo will have informed you of the steps which I had up to that date taken regarding the question of a consulting engineer for the Canton-Kowloon railway, and I have now the honour to report my further action in the matter:

On the receipt of your despatch No. 223 of the 12th May, I again conferred with Mr. Bland and we agreed that I should await the result of an interview which he was to have on the 8th June with Mr. Liang Shih-yi before again intervening on behalf of Messrs. Barry.

The result of Mr. Bland's interview, as set forth in the enclosed letter from him, was that the Director-General of Railways agreed that the bridge work for the railway, instead of being placed exclusively with the Tong Shan Iron Works, should be put up to open tender,
